Raoul Jaccard

Raoul Jaccard has been the President of AETAP since 2023, following his role as an executive board member since 2018. He holds a Master’s degree in Psychology from the University of Lausanne, with specializations in Social and Forensic Psychology, and brings over 30 years of field experience. Half of that time was spent working with young offenders, where he developed hands-on expertise in violence de-escalation.

Raoul is also the Head of the Psychological Department of the Neuchâtel Police, where he established and led the first threat assessment and management (TAM) team within police forces in French-speaking Switzerland. After leading the team for six years, he continues to collaborate as an expert on ongoing cases and supports the development of TAM teams in other cantons. He also teaches at the Swiss Police Institute (SPI), focusing on crisis negotiation and threat management. His publications continue to shape best practices in threat assessment and violence de-escalation across Europe.
